Elwyn Tinklenberg: State isn't funding roads

Elwyn Tinklenberg has a nearly perfect summary as to why this new federal transportation money doesn't help us much and why the state needs to spend more of our money on transportation. This is true even if the gas is $1.50 or $3.50 -- additional congestion hurts everyone here.
